Future of Prisons

I note imminent departure hasn't prevented Frances Crook from having a go at taking on the new Justice Secretary:-  

A 10-point action plan to change prisons and build safer communities

I have written to the new Secretary of State for Justice, Dominic Raab, with ideas for a radical plan of action, as we understand he is preparing for publication of a White Paper on the future of prisons. Change is needed in a system that is antiquated and failing victims, the taxpayer and perpetrators.

The deprivation of liberty is the most serious punishment available to the state. The removal of civil rights as a consequence of incarceration is a profound action. The practical ramifications of imprisonment are immense, from the cost to the public purse to the damage to families.

Prisons have failed by any measure. They have fed the crime problem, they have not solved it. It is time to rethink the purpose, use and experience of prisons so that we do not continue to harm individuals and society. Prison has been used profligately and inappropriately. This needs to change.

The Howard League seeks to abolish prisons as they are. Prisons should be a smaller part of the system, serving a focussed role within a wider structure aimed at creating a safer community. Prisons should not be used for people with mental illness, people who are merely annoying or different, or people facing immigration issues.

Prisons should be run on principles of justice and fairness, treating people with consistency, impartiality and respect. Instead, prisons today are places which embed injustice. Treating people in prison with justice and fairness would have a ripple effect and help to build safer and fairer communities.

Prisons are part of the community. Families, voluntary organisations and visitors should have easy access to, and relationships with, people in prison.

The Howard League has developed an outline plan and we will build on the ideas in a series of blog postings over the coming weeks:
  • Stop the prison expansion programme, put legal limits on the population each prison can hold, and end the use of prisons for profit, so that we can reinvest in existing prisons within the public sector
  • Reduce the prison population by at least a half and start planning for reintegration immediately with families and purposeful activities
  • Stop the use of prison for people with serious mental ill-health and improve the health and well-being of people who are detained. Drive down self-injury and deaths in custody
  • Reduce the number of Black and ethnic minority people in the penal system. Equality of outcomes should be rigorously monitored and pursued across the penal system
  • Close the failed young offender institutions and secure training centres and use only local authority-run secure children’s homes for the very few children who require custody
  • Close women’s prisons and introduce small local residential units for the tiny number of women who commit crimes serious enough to merit a custodial sentence
  • Curtail the power to remand people to prison and introduce the possibility of individuals applying to court for compensation if found not guilty
  • Abolish unfair and inconsistent practices, such as the imposition of additional days of imprisonment and arbitrary recalls
  • Reform the prison officer role so that it is a profession with a proper career path, qualifications and training
  • Introduce real work opportunities in prison for long-term prisoners, bringing businesses into prisons to train and employ prisoners and have them paying tax and national insurance.
I appreciate that this requires considerable change, but after more than a century of a failing system, it is time to take action.

While we are under this government regime, there were a few bosses post Grrrrrrayling who were clearly dismayed by the ruin, but here we are with the next new boss. Trouble is, the bordering on decent Tories who have come and gone, havent called out the previous incumbent, and anyway, until the culture of HMPPS is seriously tackled, not much will change

    The court case referred to was ongoing due to appeals and the Home Secretary’s public comments could be contempt of court.

    The Home Secretary’s comments could be paving the way for the Governments new anti-Traveller laws set to be launched this Autumn, say campaigners.

    A further 127 deaths in the latest 24-hour period; almost 800 deaths in the last 7 days.

    Deaths with COVID-19 on the death certificate for week ending Friday, 24 September 2021 = 1,108

    Total recorded per govt data to date: 160,824

    The rate of infections, deaths & admissions are all very high; 5,000 admissions in the 7 days to 4 October 2021.

    This is not the dataset of a virus that has passed.

    Please wear masks in shared spaces, please maintain 1 or 2 metre distances where possible, please keep up the use of effective handwashing & general remain mindful of infection.

    This govt isn't remotely interested in saving lives; they refuse to acknowledge the risks, they are imposing their deeply flawed 'herd immunity' policy in schools, in effect abusing our children by exposing them to infection without vaccination or protection.

    Their mantra remains "Profit Before People"

    1. I think we are past 'profit before people' as that is just Toryism. I think we are all just getting on with the new normal and letting Darwinism take care of business in our disgustingly unequal society governed by millionaire politicians. The COVID crisis is not over but with large numbers now vaccinated reducing the risk of death or hospitalization if you get it to what we now know as acceptable levels of death and feel secure that we also have the option to take additional personal measures such as wearing a mask, opening a window, and cleaning your hands etc There is always a risk out there as the world as we know it has changed and always will be different from now on. Most of the deaths now are those with underlying health conditions and didn't get vaccinated. We are unfortunately surrounded by idiots who care only about themselves and who still refuse to get vaccinated and they will still go to work and be out and about smoking and getting in your face etc until they get it and then spread it around and then expect the NHS to risk themselves and spend piles of money to save them. If you want to reduce risk then convince an idiot to get vaccinated and do not vote Tory and save the NHS.

  6. Today - "Tap water in thousands of homes could have been contaminated with E.coli, a water company has warned.

    Sutton and East Surrey (SES) Water has advised people living in parts of Kent and Surrey to boil their water as a “precautionary measure” after a routine test detected a possible outbreak of the bacteria.

    The company said water supplies “could be affected” by the bacteria, which can cause severe stomach pain, bloody diarrhoea and kidney failure in humans and animals.

    Some 443 affected postcodes include homes in Oxted, Redhill, Horley, Biggin Hill and Tonbridge."

  9. Frances Crooks parting shot will resonate with many of those working in the new Probation Service that is still dominated by the prison service senior managers when push comes to shove. By removing the probation service from the civil service the dynamic between the probation service and the prison service could potentially altered. Politicians belief in and strict adherence to pursuing the use of prison and prison reminds me of the old IT mantra of 'no one ever got sacked for buying IBM'. The fact is although prison use of prison expansion is expensive, and no more effective than much cheaper community sentences, no leading politician in any of the main political parties is brave enough to do something that is undoubtedly right but may well be regarded as political suicide at the ballot boxes by advocating a policy of prison closure and decarceration with a strong concomitant commitment to substantial investment community sentences. Where this has happened in places like the Netherlands all of society benefits. When did Johnson's government ever want to benefit all of society.     1. Whenever crime is in the mainstream political conversation, the criminal justice system gets worse. Its understandable, the majority are frightened of crime, the voting middle classes actually experience it not very much. Its incredibly hard to distil a concise statement that explains why prison is a rotten thing and to be used as last resort, and what probation is about and for (like any of us even in the profession arew confident on that anymore)

    2. There's some interesting observations in this short video by Prof Joe Sim.
      He's a life long advocate of penal reforms, and spent a long time working in the notorious special unit of Barlini prison in Glasgow.
      To my mind he has both a mixture of academic and personal experience to base his opinions on.
