How do the notions of "desistance", "offender engagement" and "SEEDS" (the mysterious return of familiar social work values as suddenly promoted by NOMS through national training programmes) sit alongside the politics of payment by results, multinational profiteering and the dilution of the public sector? How can the almost instant £180K+ payout for the hurt feelings of an ancient wealthy man who describes himself as "blessed" compare to the £ZeroK compensation for the loss of another human being's capacity to live with the knowledge they had been violated and abused as a child, yet without justice some thirty to forty years later? And why was there not a quoracy aspect to the voting system that (some might say) elected the PCC's. Even at 15% turnouts many of the PCCs were elected after a count of second preferences, with minimal winning margins. I'm fairly certain no trade union would achieve a right to strike on such paltry figures. And presumably the turnout figures included those who spoilt their papers?!?Anonymousnoreply@blogger.com
