So called managers notable by their absence, increasingly away on jollies to Newbold Revel doing what ? they choose not to tell. The IT probably does suggest there are fewer cases, the system is a failure and the records are a complete mess. As the IT is clearly designed from the managerial and monitoring perspective first and practitioner use an afterthought, no doubt it was also designed in the first instance to be easily manipulated to provide their preferred statistics.
