Ultimately the arbiters of diversion from or into CJS are the Police, Crown Prosecution Service and the Courts' (and Parliament and public opinion). Probation needs to assert itself confidently and make its case. However, who of any national gravitas is championing Probation? There is a window of opportunity that will emerge over the next year or so to make the case for Probation and I will be interested to see if it is taken. Increasingly I view Probation leadership as weak in this respect (unless action behind the scenes is being played out). Privatisation and outsourcing looks increasingly discredited as the way forward. I think that too when I see the word probation.<br />Probation was never really just an alternative to custody, it was a mechanism that diverted people "away" from the CJS.<br />Yet now probation is really just a mechanism that manages those that are within the CJS, and the conversation is about reducing reoffending, and not about keeping people out of the system in the first place.<br />Personally I don't really mind Rory Steward, if he wants to make a difference he should consider probation in conceptual terms.<br />If probation is a service that is to manage offenders within the CJS so be it. Just look at any DV MO: financial deprivation, barefaced lies, imposing their will, gaslighting, dismissing & punishing any resistance, victim blaming...<br /><br />With role models like that its no wonder the DV stats in the UK are through the roof. Grayling walked all over Probation & the profession has since been sidelined, ignored & rubbished.
